Sadly many people don't care to be shorn,..until they realize they're almost completely naked. The mindset of trusting the authorities with everything is very common; even if it's obvious "treating diabetes with mountains of sugar"-politics.
To avoid alarming people, they suggest a boiling-the-frog strategy: get people used to very small negative interest rates and "rental fees" for paper money first. Big haircuts using same mechanisms come later.

Yeah, financially speaking the boiling has already begun long ago. I wonder what it'll look like when the "bubbles" can be overseen by anyone anymore and come to pop up.
