Is there any functional difference between ZCash's funding from ECC and the ZCash Foundation, and Bitcoin's funding from Chaincode, MIT, and Blockstream? Serious question. Methinks the only real difference is that ZCash launched years after crypto's value was "discovered."

Zcash funding is paid for by *all* zec holders (through inflation), versus a lot of bitcoin devs are paid by a few very wealthy bitcoin holders. I think the functional difference is that zcash development funding is more sustainable, and accountable to the zcash community.
This level of discussion glosses over how that money gets from the money creation process to the developers. Which developers actually get the funds and why, and who decides? How do github access permissions and decisions relate to those funding decisions?

You are exactly right. Zcash is betting the an imperfect, albeit incentive driven, decision process may have some advantages over the btc process. So far Zcash has the most private base layer tech, a formal spec, a rust client, private mobile wallets etc. Not bad so far...
