She says individual rights (like Star Trek's "needs of the one outweigh the needs of the many") is what prevents democracy from being 100% socialist. But I wonder if democracy ending in 2-parties is a persistent 51% attack that could be stopped by allowing only laws that have 66%

I hear what you’re saying. Although it is not hard for me to imagine 66% agreeing on limiting the freedoms of the other 34%. Individual rights ought to be impervious to even a 99% threshold IMO.

There's balance to be made: I don't have the right to shut down all the power plants in the world simply because they each increase the number of mercury atoms I have to breath. Also, many things are unknown so it's not just a shifting of power, but an estimation of truth.
