We knew almost as much as we know today then about the ionosphere. SDR is by contrast very recent, you'll need something from the last few years.

You can buy packet radio modems and software that packetizes and broadcasts over radio bouncing off the ionosphere. I've seen packet radio BBS in the early 90s using these setups. https://kantronics.com/ .

Good stuff. These days though I strongly recommend SDR, it's a huge advance in the state of the radio art, and all the stuff I've seen being developed in this space is based on it.
