Why do we expect the Department of Justice to investigate itself? There are many friends and former colleagues of McCabe still at DoJ , a clear conflict of interest. But until we have that something better we need somebody besides the DoJ itself with authority to investigate and prosecute employees and contractors of the DoJ.
