I think "informal governance" is something only a dumb network like Bitcoin can tolerate. For networks that need to make improvements and take decisions, "informal governance" equals stagnation.

Spec'ing out governance models requires a lot of research and experimentation, but a quick idea would be: - Non-binding signaling for forks and EIPs by core devs/a committee, elected by ETH holders - Binding votes to execute forks, by a supermajority of ETH holders

Because there's no governance. "Someone" in a dev call "sort of decides" what to do and when to fork. I have no idea how the process works and what the rationale is, because there isn't

I just think that messy governance is great for dumb protocols that don't need to change. Like Bitcoin, messy and dysfunctional governance is great for a store of value. But for a protocol like Ethereum that needs to adapt very fast, I just don't see it

Unmessy governance would be formal, on-chain governance. Governance is subjective and therefore messy by definition, but on-chain governance makes it less messy
