Mattis was the one thing keeping neocons, neocon-adjacents, and traditional hawks in a state of relative detente with the administration. (Plus Haley, to a lesser extent, but she's also on her way out). Wouldn't be surprised if they now up their machinations against Trump.

Yes, they can. 1) Sabotaging even more anti-immigration and anti-interventionist agendas, 2) promoting even more anti-Russian and pro-Israeli hysteria.

Not full-throttle. Completely unrestrained, Pompeo, Bolton and some of their crazier subordinates can likely do a lot more damage that Bush Jr & Co did. Instead of war with Iraq, they have Iran and Russia in their sights - and barely disguising the fact.
