I worked in retail banking a decade ago and we had cash withdrawal limits... the branch doesn't want to stop you accessing your cash, it's just that the risk of holding substantial cash reserves would outweigh the few times it was requested.

Yes, greater risk of theft (& to personal safety of staff) if holding large cash reserves & expect this practice would have reduced insurance costs also. We encouraged customers to take a bank cheque for large withdrawals & would sometimes waive the fee, for their own safety.
