Well it will forever change the countries who signed it and agreed with it. The next 10 years will be the worst time to live in europe specially in any of those countries. Sad to say.
Unless they break their treaty obligations (a common practice -- who after all can enforce these treaties?), the countries who signed this pact, or are forced to follow it by the EU, will be cultural and political ghosts of their former selves within two generations or less.
