totals ultimately matter, but change happens in policy/lifestyle more reflected by percapita rate i think, but which is then scaled by populations these policies effect

Earth's climate cares not one iota about "fairness". But as the Yellow Vests demonstrate working people care very much about their abilities to get things done and will fight to prevent governments from handicapping the tremendous capabilities that fossil fuels have provided us.
