Climate change doesn't depend on per capita differences, it depends on totals and growth rates.

totals ultimately matter, but change happens in policy/lifestyle more reflected by percapita rate i think, but which is then scaled by populations these policies effect

if the goal is for china to match US totals they would have to half their percapita emission to less than 25% as costly as the avg US citizen, how is that fair
