It would be in orbit around the black hole, so as long as it's not colliding with other objects in orbit it won't cost any energy

I might be missing something, but the gradient of the gravitational field near the event horizon of a big black hole could be very small. If so, you can get the radiator close enough so it covers almost half the sky without much tidal forces to deal with
