If aliens existed we could readily see copious surface engineering in galaxies: "The germs of existence [on] earth if they could freely develop themselves would fill millions of worlds in the course of a few thousand years"(Malthus) https://waitbutwhy.com/2014/05/fermi-paradox.html … https://www.centauri-dreams.org/2012/01/23/rethinking-setis-targets/comment-page-1/ …
That violates the principle, described by Malthus above and upon which all life under Darwinian selection operates: it expands into new niches wherever available, e.g. the inevitable colonization / primary succession that occurs whenever a volcano completely obliterates life.

Alternate theory: the universe is a very hostile place, and not hiding leads to death. This expansion happens, but carefully cloaked from detection.

The top dogs wouldn't have to hide. And hiding is hugely costly in terms of lost opportunities to harvest energy, necessary for defending oneself in such a hostile universe. A hiding hypothesis just makes the whole discussion unfalsifiable, as with the shy ways of hobbits.
