Also there is a crucial distinction between bugs in core blockchain code (the small and proper argument scope for blockchain governance) and bugs in smart contract or other user code (a much larger & very improper argument scope for the blockchain developers and ratifying nodes).

this distinction is also an argument for putting transactional confidence features into core blockchain code. Take for example multi-sig on Ethereum. It's not part of the core code, so when the smart contract implementations fail, people lose money and it's not considered a bug.
