Just because one flees one’s country doesn’t mean they don’t identify with it.
Nevertheless when you are marching from one country to another, flying the old flag is an act extremely hostile to the new country. That's what an invading army does, and, despite being for the time being unarmed, a hostile army of invasion is what this is.
