Alas the suggested language was "echnosignatures, such as radio transmissions" Radio signatures are a failed and ignorant way to look for alien tech. As long as SETI remains wedded to such religious rituals rather than being a scientific undertaking NASA is wise to ignore it.

Optical and infrared spectroscopy. Artificial structures would have signatures extremely and obviously different from the natural galactic background. The CMB is mm wave radio, and no photons propagate further than that.
