Head of the executive branch, but also kept in check by the judicial and legislative branch. Theres a reason the government is not a business. And should therefore not be run like one.

I think he's talking about the executive branch only. For example, if the President wants a new Attorney General, he can't just fire and replace. He needs approval of Senate and it's a major political headache.

US had the patronage system until 1883. Then they got the merit based system. If I had to choose, I would choose the patronage system because at least folks aren't entrenched. It would also raise the time preference of bureaucrats which will thwart their usually damaging plans
