Presidents don't have a huge say in the matter. They more or less have to decide to pass or veto whatever Congress passes, and are blamed for "shutting down the government" if they veto it, after which Congress re-passes basically the same thing.

That’s my point though. There are plenty orphans. Or Who’s parents beat them, live in poverty etc. There only hope IS the humanity of strangers. Which is what social programs are for. Unless private billionaires start donating, the gov. Is the only with pockets deep enough to pay
