Mueller's an independent Special Prosecutor, appointed because the DoJ works for the President so investigating their own boss has an inherent conflict of interest. The DoJ can investigate Dems without needing a special prosecutor. As you know.
The sentence says _DoJ_ protects, not Mueller protects. The DoJ broadly, not Mueller alone, is seditiously fighting against the constitutional and democratic results of the last election in its political persecutions.

The DoJ is a very insular group of permanent DC area residents, on average very left wing in their orientation, who have extreme hatred for Trump voters and have been trying to disenfranchise us since he started winning primaries.
