I think generally the idea was any payment under $1. With IP getting digitized in the 90s, the idea was that IP consumers and producers would benefit. Credit Card costs made small payments cost-prohibitive. https://en.wikipedia.org/wiki/Micropayment … is a pretty good summary.

I would say so, but I'm sure as hell going to defer to
@NickSzabo4 who was and is a pioneer in this space. Of course a crucial aspect of the Itunes Store is that is a closed platform, and that is pretty different from the open source vibe of the original micropayment systems. -
I think the main idea was "any payment that is small enough that the existing infrastructure, i.e. credit cards, made processing the payment more costly than the value of the transaction." This was when stores commonly had, e.g. a $10 minimum for credit card purchases.
