No there should not be any limit on liability ever. What should be the case is them having proper process and require physical person + ID to be shown before a SIM transfer can commence. This isn't rocket surgery.

Their process, according to themselves, is that you have to show up in person with an ID. Then they don't honor that. As a customer, I should have a reasonable expectation that they follow the process they set forth.
If they don't actually do that then it's not really their process, is it? So why do idiots who pretend it is their process get to pass the buck for their failed commercial relationships on to them? Ridiculous.
