The risk is not necessarily from a decline of USD value. For Kim Dotcom, the risk he may be PREVENTED from using USD. Not much love lost between Kim and the US Government... The Gov can press on banks to refuse Kim's USD... That's the real risk for some.

To add on further to this theme - Russia has just said the USD is risky. It is for them... sanctions means Russia cannot use USD thru the SWIFT network. So, in order to keep trading, Russia is safer off using something other than USD. Russia has same problems as Kim Dotcom.
