You can actually have evolution within the decentralized structure of central banking and progression of corruption and financial cancer of debt in the system. Of course... not the kind of evolution we welcome with open arms. Bitcoin, on the other hand, is the positive one.

Bitcoin is no longer decentralized, it's run by a cartel of miners. Something better must come along or crypto will crumble like a dying fad.
-
We can fix that with a pow tweak. When the problem is obvious consensus will allow that tweak.
-
When it’s “obvious”? Less than 1% of 1% of the world’s population is economically able to mine Bitcoin. Seems like the Bitcoin team approves of this. Bitcoin literally is the “big banks” now.

The popular term for this concept within evolutionary science is "punctuated equilibrium" http://www.pbs.org/wgbh/evolution/library/03/5/l_035_01.html …

Well evolution includes the idea of punctuated equilibrium where you have slow to little changes followed by periods of large rapid change
