Maybe im not thinking straight but now that mempool is limited do we even need a minimum relay? can't it just be anything until mempool is full and then be dynamic (ie become bottom of mempool +1 Satoshi until is not full again at which point goes back to anything)?
Mempool has been full in the past and could easily fill up again in the future. How many full nodes are using a dynamic level based on some proxy measure of demand, either the mempool level itself or some statistic based on the current level of fees?

All recent Bitcoin Core versions (since 0.12, released Feb 2016) have a limited mempool, and will dynamically adjust minimum feerates when the limit is reached.

I'm surprised it wasn't limited from the beginning. I'd expect DoS attacks being tried sooner.

Mempool limit was introduced in 0.12.0 and so well over 96% of full nodes should have a dynamic minimum relay fee when the mempool is full. default is 300 mb but this can be overriden with --maxmempoolsize (you can also run entirely without mempool with --blocksonly)
