It was wrong, but the push shouldn't have sent him falling except for a lack of balance for his age. Police may not have realized that, didn't intend to make him fall.

They intended to step over his unconscious body when they saw blood spilling quickly onto the sidewalk. He got shoved hard by two burly cops when he wasn't expecting it. That could topple anyone. And why did they need to shove an older, unthreatening man in the first place?

A policeman's job is to apply violence, even to the elderly if necessary. Policemen need to be willing to hurt their fellow human beings whenever it is asked of them. The challenge is for them or their superiors to recognize when it is appropriate.
