The implication is that Trump would have been indicted for obstruction of justice if he were an ordinary citizen. I'm not sure Mueller meant to be so definitive. But, asked about that by Rep. Lesko, a Republican, Mueller did not retreat. I suspect there will be more on this.

Not really very big news. I think that was obvious from reading the report.

It could be inferred but still good to here it (somewhat) explicitly. Mueller hasn’t gone as far as to say “I would have indicted were it not for this rule. Maybe you shouldn’t hire someone to investigate their boss. Kinda stupid really.”
