Designer issue: one can not forcast the item progression of thendifferent players and balance all item incpmws based on that (especially because of RNG, which we cannot get full rid of, its an MMO). IMHO the only way to fix is gear from a source being only usable on that source

Any slight advantage that another item source could bring one is "mandatory" if one plays competitive. That is true for raid, m+ and pvp actually. But the devs seem to be ok with that.
