Before a couple of weeks of mythic, there is rarely that super high keys done. (Of different reasons). In my opinion it should never be the case that m+ gives lower ilvl loot than heroic. Somewhere between heroic/mythic or as high as mythic sounds more appropiate IMO.
The issue with that is that you could push those keys every week id the end of dungeon rewards are mythic raid quality. If you have enough time you could be full geared in 2-3 weeks, having only 4 other people.

I'm not talking about having a 15 for that, it should scale upwards far higher. For example a 25 with the current scaleing we have live today, could easly give a mythic lvl of reward. Or simple make gear for m+, pvp and raid separate.

yeah, but lets be honest, after some level it is only about the gear you already have. Because there are no additional affixes, so the requested "skillcap" is already reached at lower keys than 25, if you upscale to that only your gear matters. I get your idea (1/2)
