This isn't a universal practice for all artists. I recognize my clients' IP & won't assume to sell my work of their creations. My clients' also do not have the right to sell my work. This is something that should be cleared before any commission. I would put the ball at the artist's side regarding the clear information about what commissioners can expect and what not. I completely agree with you: There is no universal rule for that.

As a commissioner I would find it rude if a person is selling work I paid for AND that portraits my OC AND they doesn't feel the need to ask or even notify me about that
