This isn't a universal practice for all artists. I recognize my clients' IP & won't assume to sell my work of their creations. My clients' also do not have the right to sell my work. As a commissioner I would find it rude if a person is selling work I paid for AND that portraits my OC AND they doesn't feel the need to ask or even notify me about that

Absolutely! And I agree that if this isn't covered in an artist's ToS, they should add it. As a client, if this is important, take the initiative to clarify your artist's stance before you commission them. Also, respect the artist's decision for their works. No need to debate.
