I am sure all dev teams suffered from it and i can not see this as them be lazy so far this expac was not even fully ready from the get go.

All the lay-offs came from nondeveloper and administrative-related parts of the business. Fairly sure the legal issues with the French staff are still ongoing. Because, you know the EU has employment laws.
