I would say you can do Arena and still get some gear with only 1400 rating, i mean, its only 395 in the weekly chest, but its something. Only by casual PvP not a lot of itemlvl is achievable, true. That is another "issue" with the nature of PvP: stronger, more dedicated players will always have an advantage, no matter if they get their gear from PvE or PvP
