Every gear can hit the maximum of 425 Itemlevels. That was also the case in Legion. Got many "blue PvP" Items with +40 Itemlevel. Record was +55. A few days ago i got an aspirant item with 395.
I thought i had read somewhere that they changed that with BFA, that the limit would be +15... Well, if really anything can still McForge so brutally... thats not a good idea...

It never was and its also really frustating. Thing about it: 360 blue into 405, that's +45! Challenger Item, 405, +5....questions? Hat such memories in Legion. Happened three times....was reeeaally frustating.
