Neither. It should be an alternative for people who dont want/cant raid on normal and above. It should not be a "must do" for normal raiders (hi McForging). Since story is also driven through raids, it is good to give all player a chance to play that story.

When LFR first came out in Cataclysm, I was happy that I could duke it out with Deathwing without having to organize an entire raid to do it. I had so much fun doing it I would queue once a day. I was so happy when I got the Deathwing-themed bow. I think the system is amazing!
