Interesting. Using the latest macOS 10.13.2, with no other application running but iTerm2 (or Terminal). Can't chmod or mv the http://iTunes.app directory, or any of the files under it. Works fine for other applications. Sounds like "DRM" to me.
Who is the path's owner? In my case the owner is root and group wheel: d---------+ 3 root wheel 96 Dec 18 13:03 http://iTunes.app Maybe another thing to try is to do it from finder (get details -> share & permissions).
Same owner here, but root and wheel only have read-only access permissions on iTunes. There's also a killable iTunesHelper, and an unkillable iTunes library service. You may think you own your machine, but apparently someone else does.
