Indeed they *can* satisfy that; the first Lisp doing it (or trying) might have been Racket in https://www.cs.utah.edu/plt/publications/macromod.pdf … (when it wasn’t even called Racket yet).

I don't know what counts as "doing it", but even the bad old Lisp Machine DEFSYSTEM by 1983 had a provision for explicitly declaring that some modules depended on other modules for their definitions (e.g. due to using macros).
