ASDF does that. It took quite a fight, hundreds of patches and mails sent to various CL developers, and a year after initial announcement, to make the transition from "anything but ASCII is nasal demons" to "UTF-8 unless specified otherwise using an ASDF extension", in 2012-2013.

Quicklisp was essential in enabling easy identification of packages in need of fixing, thus ensuring a smooth transition. Most were fixed in two weeks. A few never were, and were removed from QL. Many Lispers were grumpy at my "breaking" things when I only revealed & fixed bugs.
