      When programming, you may struggle to find coherent meaningful names and types, given conflicting alternatives, metaphors and styles suggested by many previous APIs in many languages or by scientific literature. Or you may just pick the first thing that comes to mind.

      Now the big problem isn't that programmers make imperfect choices, especially as they are pressed for time, and develop their infrastructure before they have experience using it. The big problem is that usually no one is responsible for fixing mistakes afterwards.

      APIs tend to be cast in stone shortly after they are born. Development infrastructure has precious little support for gracefully evolving APIs, supporting yet phasing out old versions, detecting usage of deprecated features, automatically refactoring from old style to new style…

      Google-style monorepo does allow "gloobal" refactoring. But it won't scale to thousands of loosely coupled teams publishing or using free software. I have pushed minor API changes to ASDF by sending patches to all packages broken in @Quicklisp… tough. Yet the next "easy" case.

      I’m not convinced that it won’t scale. Just requires rethinking tooling (and GitHub could do this once and for all).

      For example, I’m using `mbt` rather successfully in our organization and it isn’t hard to imagine how that could scale to 1000s of modules on GitHub across disparate teams.

      Not sure what mbt is. Yet another variant on http://bazel.build  ? I haven't used and can't comment, but active refactoring requires a lot of language-specific tooling as well as community commitment. Google has both internally and it's amazing yet terrifying.

          Mbt essentially exposes underlying content-based hashes from git for content-based versioning (i.e., the way git should have been) and a very simply yml-based syntax for specifying dependencies between and build commands for different projects. Probably similar to bazel, yes.
