I think this reads in TeX \epsilon \Diamond or in Unicode 𝜀 ◇
and I can find that phrase in
https://hackage.haskell.org/package/HLearn-distributions-0.0.1/src/src/HLearn/Models/Distributions/Gaussian.lhs …
cf http://web.ift.uib.no/Teori/KURS/WRK/TeX/symALL.html …
(I worked at @umichMath taking care of computers)

Hint: any pronunciation advice from a talking horse must be taken with a grain of salt. If there are multiple funky operators, they will get distinct names. Then that might be epsilon diamond x or empty losange… depends on local conventions. Ask the authors or their students.
