Its a mistake because no one has a answer to a simple question. What do you do with people who dont want help. Enforcement with rehab attached and rehab available for those who get to the point where they want it.

What about the people addicted to: alcohol or cigs? I guess those people are just okie dokie with their bad habits?? Because as far as science goes, alcohol and cigarettes kill far more people than street opioids do. And alcohol & cigs are legal drugs!
