You didn't dig very deep for this article. California State Wildlife Action Plan 2015 (took me 5 minutes to find this searching Modoc Plateau) points out livestock grazing is contributing to the problem. Start at page 5.2-25.

Animals are better than people. A horse can be therapeutic to people suffering from mental health. Killing innocent animals is senseless

They do this in Nevada and it's heartbreaking. So often the decisions on the number of horses rounded up has to do with grazing rights (and probably kick-backs) of local farmers more than it has to do with the welfare of these majestic animals.
