Facts are facts, if hundreds of BPA staff have been arrested, they have been arrested. The issue is has there been a spike in the numbers.

You are correct, the issue is the spike but the headline made it sound like a outlaw agency out of control. You have to read the entire body to get (hopefully) the rest of the facts. That makes the article Propaganda, they wanted our first opinion without us reading the rest.
