        Nope. Whom would be for the indirect object. Trump, the object of the sentence, doesn’t know who, the direct object, to call, in order to fire whom (the indirect object)?

        Not exactly. If you think about it that rule would have a lot of exceptions “it was him,” “it was who?” Etc. Whom is derived from the locative case for who, but him/her is also accusative/genative.
