        Only congress can declare war. But it's important to consider how an adversary could perceive his tweets, which most certainly could be used to start a war. So IMHO, he can't declare war, but he can start one. Either way, it's terrifying.

        the power to declare war belongs explicitly to Congress. It cannot be legally usurped or delegated. (although it's not clear who would have standing in court to challenge such a powergrab)
