        Blacks are only 13% of the population. There are entire states without blacks. Let’s keep this in perspective.

        Given a choice most people naturally congregate into communities which are predominantly of their own or very similar culture. Hence things like “chinatown” etc. laws can’t change human nature.

        That’s because most people want to live in communities filled with people similar to them. That’s why you find Italian, Jewish, Chinese, etc neighborhoods. It’s that simple.
