        The problem with your argument is he immediately has to refill those jobs. Just because Spicer left didn't stop press conferences. Bureaucratic work is hard, and people have to find their footing. Constant turnover is never a good sign in any business.

        Turnover is great if departments are a piece of sh*t. That guy was a hold-over from 2015 when he was undersecretary. Right now there are dozens of positions Trump has put forth, but because of Congressional delays, his hires are trickling in.

        But the Republicans control the Senate... if his own party won't confirm people, doesn't that imply they're unqualified? Also he says he's put up so many people for consideration, but the numbers (he's nominated far less than his predecessors ) show that's not accurate.

        Not with the current rules of the Senate. Appointees are getting filibustered and there needs to be a two-third majority to break those. It's ridiculous.         By that article there are 217 positions awaiting nominee, that means 45 hasn't even presented those positions to the Senate. You can't blame anyone but him for that. And this doesn't account for the confirmed people leaving important positions in his cabinet at a record pace.
