        THAT is the surest MEANS to bring the Independent Judiciary "back into the fold" of our Government (i.e., and their Judicial Canon Of Ethics) in order to try to SEE CHANGES IN POLICY. It would also RAISE VOTER AWARENESS every time a NEW CASE is filed with said funds.

        The Lemon Test, of course, is: 1) the executive act or statute must have a SECULAR PURPOSE 2) its principal or primary effect must be one that neither ADVANCES or inhibits RELIGION 3) the executive act or statute must not foster an excessive entanglement of Government w/RELIGION.
