Most American cell phones can still dial emergency numbers in Mexico (or any country), even without a SIM card. Mexico just recently switched to "911", like the US & Canada. There's a part of the story where one of the witnesses threatens to call the police and it says her US cell phone didn't work in Mexico. That doesn't mean you can't still use it to dial 911. Ok, I can tell sad stories to support my cause. Kate Steinle was killed by an illegal alien who had been deported over and over for violent crimes. He was captured by SFPD but they released him before ICE arrived to deport him. He then went and killed an innocent woman.
