Not that complicated: Mladic chose (& volition is key here) to slaughter so many citizens because he was & is a true believer in his tribe’s superiority & the inherent right this superiority gives the tribe to dominate with impunity (case in point
@nytimes & its Mr. Hovater). -
It wasn't just tribalism. There was a political goal: a Greater Serbia. Hated groups who weren't butchered were terrorized so as to prevent them from ever returning to their homes & land, both of which were appropriated by Serbs. "Ethnic cleansing" fulfilled the political goal.

Ethnic cleansing (loathsome phrase that, call it ethnic bloodletting) & any so-called political goals (including illusions of a Greater Serbia, a Great America Again ...) all of it was & is predicated on the tribe’s absolute belief in its own rightness its own righteousness.
