Strange question to ask, it is. "Article 26: (1) Everyone has the right to education. ... (2) Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms." http://www.un.org/en/universal-declaration-human-rights/ …

Whether or not it is a fundamental right, it is a collective good. An educated society is a more innovative, more productive, more creative, and generally more interesting society in which to live. Moreover, an educated electorate is critical for a healthy democracy.

Any nation which fails to educate/train its youth adequately will find its economy eventually taken over by others. That's why the provision of education is one of the fundamental obligations of government.

Stupid people impact lives. Masses of stupid people elect even more stupid people and stupid decisions are made affecting stupid and intelligent alike. If for no other reason than selfish self-preservation, education should be a fundamental right.
