In CA, nearly half of CA's ag water goes to nuts, grapes (wine and table) and animal feed (for cheap dairy and meat). Those are luxuries, not important sources of calories for humans. There is abundant slack in CA's ag water use before food security becomes a concern.
Water insecurity is going to grow in the coming decades due to the need to expand agriculture to feed a growing, hungry world. We can produce enough calories, but it's going to require water management.
